Job Duties
Under California Government Code Section 14200, this position is eligible for hybrid telework and may be eligible for full-time remote work in some circumstances and/or time-periods, at the sole discretion of the Department. Telework-eligible applicants must reside in California. Headquarter location will be designated on the selected candidate's primary residence location. This is subject to change if HCD's criteria is met.
Under direction of Personnel Operations Manager, in the Human Resources Branch (HRB), the incumbent is responsible for the supervision and management of the Talent Acquisition Unit including overseeing all recruitment plans, career fairs, and developing recruitment strategies to address the vacancy rate, assisting with department examinations, conducting bilingual testing, developing career counseling tools in addition to overseeing the Upward Mobility Program and internal internship process to develop resources for department staff. As a working supervisor, the incumbent is expected to personally perform the most difficult and sensitive personnel work independently, serve as a subject matter expert (SME), accurately interpret and apply civil service laws, rules, State guideline, applicable MOUs, HCD policy and guideline, and consult with management on major related issues.

- Knowledge of State government personnel related laws, rules, regulations, policies used in state service

- Experience with using recruitment platforms (LinkedIn, Handshake, indeed, Careers in Gov)
- Experience providing consultation on state hiring process
- Experience and knowledge of strategic planning that relates to collection of recruitment data
- Knowledge of recruitment strategies and recruitment trends
- Ability to delegate and establish workload priorities
- Ability to plan and conduct complex recruitments and administer examinations
- Ability to provide excellent customer service and maintain effective working relationships
- Ability to coach and mentor staff
- Ability to demonstrate a willingness attitude and follow leadership’s expectations
Job Type: Full-time
Pay: $6,963.00 - $8,650.00 per month
