The Staffing/Recruitment specialist is responsible for executing a full range of federal staffing and recruitment activities in alignment with our client federal agency’s workforce plan. This includes job analysis, position management, developing recruitment strategies, announcing positions, assessing applicants, and managing the end-to-end hiring process to attract and secure the best-qualified candidates. The Specialist must apply advanced HR principles, concepts, and practices to provide technical guidance, advise on complex organizational issues, and develop position descriptions for a range of roles. Proficiency in Office of Personnel Management (OPM) Delegated Examining Certification (preferred).

Qualifications:
- Associate or Bachelor's degree in Human Resource Management or a related field.
- At least three (3) years of experience in Federal Human Resource staffing and recruitment activities, including developing recruitment strategies, preparing recruitment packages, conducting job analyses, and onboarding.
- Mastery of advanced HR principles, concepts, and practices, including position management and organizational design.
- Knowledge of Federal Staffing and Recruitment regulations, guidelines, and best practices.
- Office of Personnel Management (OPM) Delegated Examining Certification is preferable.
- Strong proficiency in office automation software, including MS Word, Excel, Outlook, and Access.
- Excellent communication skills, both oral and written, with the ability to effectively interact with individuals at all levels of the organization.
- Demonstrated ability to apply consultative skills, creativity, and latitude in resolving complex HR issues.
- Strong organizational skills, decision-making abilities, and conflict-management capabilities.
Key Responsibilities:
- Execute recruitment activities in accordance with the agency workforce plan, including developing job analyses, vacancy announcements, and selection criteria.
- Develop and manage staffing packages for positions, including job analyses, crediting plans, and vacancy questions.
- Assist in the creation and management of questions for the automated question library and assign appropriate weights for candidate assessments.
- Facilitate the publication of vacancy announcements in collaboration with the Department of Transportation (DOT) executive agent for automated staffing.
- Provide administrative and technical support to HR Specialist staff in areas such as staffing, recruitment, and position classification.
- Prepare tentative and final offer letters and coordinate communication with selected candidates.
- Track staffing and recruitment activities through logs, spreadsheets, and other tools to monitor progress and resolve outstanding issues.
- Respond to inquiries and provide information on vacancy announcements, personnel programs, and related activities.
- Assist program offices in implementing standard HR processes related to staffing, recruitment, and classification to ensure efficient and timely completion of tasks.
- Advise on and resolve complex issues related to position management, organizational design, and recruitment strategies.
- Develop new position descriptions for clerical, administrative, technical, and professional roles to recruit the best-qualified candidates.
Skills and Competencies:
- Expertise in developing job analyses, competency-based assessments, and recruitment strategies.
- Strong ability to draft, edit, and review documents for accuracy in content, format, spelling, punctuation, grammar, and style.
- Proficient in maintaining effective working relationships across various levels within the agency and affiliated offices.
- Demonstrated ability to manage multiple integrated business processes to ensure timely and accurate processing of staffing requests.
This role requires a dynamic individual with a strong background in federal HR staffing and recruitment, who can navigate complex organizational structures, provide strategic guidance, and drive recruitment efforts to achieve the agency’s workforce goals.
