This Management & Program Analyst position is located within the Office of Intelligence and Analysis’s, within the Workforce Management & Engagement Division.
This is a permanent appointment in the Excepted Service and will be filled on a fulltime permanent basis. Employees hired under an Excepted Service appointment may be required to serve a two (2) year trial period.
This position is classified in the Excepted Service under Title 50.
DUTIES INCLUDE:
- Serves as the agency SME on all aspect of performance management for the Office of Intelligence and Analysis.
- Develops and maintains SOPs in reference queries and reporting procedures. Maintains expert knowledge of performance evaluation systems, including policies, procedures, and practices
- Reviews recommended appraisal formats, and standardized performance elements to assure sound and consistent application of regulatory guidance and procedures
- Assists customers within the I&A to administer the employee performance management (EPM) software and follow the policies and procedures of the DHS performance management program for both GS and executive employees
- Proactively monitors the program (e.g., run reports to ensure employees are on performance plans, evaluations are being submitted, etc.) to ensure proper administration
- Advise supervisors and provide guidance to address issues, both technical (using the software tool) and conceptual (setting performance goals, effectively assess the employee's performance, etc.)
- Knowledge of employee relations, in order to assist supervisors with effectively addressing those employees who are struggling to meet performance goals
- Creates supervisor training materials, deliver in-person or virtual training, and provide one-on-one support to supervisors in employees' performance management

QUALIFICATIONS AND EVALUATIONS:
You must have one year of specialized experience that has provided the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position. Such experience could be gained through
- Ability to advise management and employees on Performance program.
- Skill in planning, developing, managing, advising, and evaluating the performance program.
- Ability to act as the principal advisor to higher level management on a full range of law, policies, regulations and practices within the realm of performance management.
- Ability to create and conduct data analysis which is the process of systematically applying statistical and/or logical techniques to describe and illustrate, condense and recap, and evaluate data.
- Knowledge of employee relations policies rules and regulations
