Who we are and what we do:
TennCare is Tennessee's managed care Medicaid program that provides health insurance coverage to certain groups of low-income individuals such as pregnant women, children, caretaker relatives of young children, older adults, and adults with physical disabilities. TennCare provides coverage for approximately 1.7 million Tennesseans and operates with an annual budget of approximately $14 billion. It is run by the Division of TennCare with oversight and some funding from the Centers for Medicare and Medicaid Services (CMS). TennCare's mission is to improve the lives of Tennesseans by providing high-quality cost-effective care. Job Overview:
The Division of TennCare is seeking a Member Services HRL (HR Liaison) to work in the Business Operations Group within Member Services. The Member Services HRL will be responsible for performing administrative functions on behalf of the Business Operations Group such as: supporting the business operations to implement and review operational processes and HR Liaison related functions. The Member Services HRL will also perform administrative duties and help refine the business processes supporting the TennCare Eligibility Administrator while contributing support to Member Services staff. The Member Services HRL will be responsible for performing a variety of task functions supporting TennCare HR and Member Services employees, while serving as a backup for other HRL related responsibilities.
Key Responsibilities:
- Assist HR Liaison team with HR related transactions for the department of Member Services in TennCare
- Work with hiring managers to fill vacant positions by submitting requests to post and coordinating the hiring process.
- Maintain and update all required trackers and distribution lists.
- Have open and collaborative communications with HRL team, TennCare HR, Member Services staff, and applicants.
- Complete required hiring process tasks which include sending applications/resumes to hiring teams, submitting hire requests, gathering/reviewing hire paperwork from applicants, attaching files to hire case, and monitoring status of case until completion.
- Assist in all tasks to effectively onboard employees which includes but is not limited to answering inquiries from candidates, submitting required requests for systems, equipment, and access for employees first day, and ensuring manager and team report correctly.
- Submit and track position change requests for positions to report correctly.
- Perform administrative duties such as creating calendar invites/reminders, tracking HRL communications, and saving required documentation.
- Check when Member Services positions post that they are posted correctly; work with HRL Manager and TCHR to resolve issues.
- Create and provide communication to Member Services staff when Member Services position post
- Send and monitor onboarding related trainings.
- Assist in ensuring timely completion of miscellaneous HR related tasks such as time & labor, separations, performance management, and creating and maintaining reports.
- Attend and participate in individual, team, and organizational meetings.
- Draft department wide communications
Minimum Qualifications:
Education equivalent to graduation from an accredited college, university, or professional school with one of the following:
- Ability to adapt to changing priorities and deadlines
- Bachelor's Degree or 4 years relevant experience or a combination of the two
- Ability to exercise sound judgment
- Strong organizational skills necessary, including the ability to prioritize, multi-task and manage workload to meet specific timeframes and deadlines
- Advanced writing and communication skills
- Ability to foster and maintain cohesive working relationships
- Ability to interpret and execute policies and procedures - Advanced research skills, including the ability to locate and analyze documents and integrate information from multiple sources
- Strong work ethic, with an ability to receive and implement constructive feedback
- Ability to work independently while also working as part of a team in a fast-paced environment
- Willingness to support and foster the team's culture
- Ability to be open-minded and nimbly adapt to changes desirable qualifications
