Job Summary
This position is located in the Office of the Deputy Director of Administration (ODDA), Office of Human Resources Administration (HRA). The incumbent serves as a Senior Human Resources Specialist that is responsible for providing guidance, consultation, and assistance to managers and employees on classification and benefits matters.
Duties and Responsibilities
Classification & Compensation
The Senior Human Resources Specialist (Classification) duties and responsibilities include:
- Serves as a senior specialist, carrying out the full range of position classification actions to include classifying all types of positions including those requiring careful analysis where standards are not published or the work is of a mixed nature requiring in-depth research and review, extrapolation, interpretation, ingenuity, and seasoned judgment.
- Assists in the implementation and administering the organization's compensation and classification programs and processes ensuring a competitive level of pay, motivation and reward.
- Ensures the competitiveness of the Agency's compensation and classification programs by conducting job analysis, position description review and development, establishment of positions and job codes, planning and conducting desk audits, participating in job analysis surveys, constructing and applying competitive level codes, assigning position numbers, assigning certification numbers, developing statement of differences, completing necessary human resource paperwork, processing realignments, evaluating and classifying positions (developing evaluation statements/reports), and providing management advisory services.
- Analyzes the organization's classification plans to ensure their viability, and that they are achieving their intended objectives.
- Researches and develops new alternatives to existing classification and compensation systems.
- Reviews and analyzes all new and proposed legislation, administrative rulings, and decision for impact; and analyzes broad, complex, sensitive, and controversial pay issues requiring extreme care in problem resolution.
- Conducts realignments and reorganizations based upon management requests. Reviews and develops organizational structures and position descriptions and makes recommendations to management.
- Serves as senior advisor to management regarding such matters as merit principles, and the advantages and disadvantages of using the various staffing methods in selecting employees for positions.
- Advises management regarding personnel management regulations, guidelines, policies and procedures based on best practices and District regulations.
- Maintains a variety of management reports.
- Performs other related duties as assigned.

- Works effectively with Recruitment and Payroll to ensure smooth and effective response to service employee base.
- Serves as a point of contact to facilitate the resolution of escalated benefit-related inquiries.
- Performs other related duties as assigned.
Qualifications and Education
Relevant Master’s degree (i.e., Human Resources, Organizational Behavior, or other related field of discipline) is highly preferred.
Licenses and Certifications
Possession of relevant human resources certification i.e., SHRM-CP, SHRM-SCP, or its industry equivalent is highly preferred.
