Position Summary:
Working under limited supervision, the specialist will be responsible for expanding and managing learning and development programs for staff. This position will take a lead role in providing expert consultation, planning, analysis, development, facilitation, research, evaluation, and project management in all areas related to the education, training, and development of employees. The specialist will be responsible for building collaborative relationships with various stakeholders and vendors to ensure the ongoing success of new and existing programs.
Essential Duties and Responsibilities:
- Assesses learning and development needs through surveys, interviews, focus groups, and communication with managers and department leaders.
- Analyzes learning and development needs to identify new programs or modify and improve existing programs.
- Conducts or arranges for ongoing technical training and professional development classes for staff members.
- Develops unique training programs to fulfill worker specific needs to maintain or improve job skills.
- Develops and organizes training manuals, multimedia visual aids, and other educational materials.
- Develops testing and evaluation procedures.
- Evaluates program effectiveness through assessments, surveys, and feedback.
- Maintains knowledge of the latest trends in learning and development.
- Facilitates learning and development programs using various forms and formats, including group discussions, lectures, simulations, and videos.
- Maintains records of training and development activities, attendance, results of tests and assessments, and retraining requirements.
- Establishes partnerships with community schools to provide technical and professional learning and development programs.
- Assesses learning and development materials prepared by consultants and/or partners.
- Identifies and proposes learning and development budget needs on a yearly basis; maintains records and reports of expenses.
- Obtains and ensures the appropriate use of equipment, facilities, and materials needed to do certain work.
- Performs other duties as assigned.

Work Schedule:
As a continued effort to provide a safe and productive work environment, Community Care Plan is currently following a hybrid work schedule. Staff are able to work from home 3 days a week and will report to the office 2 days a week. *****The company reserves the right to change the work schedules based on the company needs.

- Bachelor’s degree in Human Resources, Learning and Development, or a related field required.
- Minimum of five (5) years related experience and/or training in adult learning, organizational behavior, development strategies or training solutions, or equivalent combination of education and experience.
- SHRM-CP or SHRM-SCP preferred
- Knowledge of Microsoft Office
- Demonstrated knowledge of training delivery methods, curriculum/course lesson design, instructional design, and adult learning theory strongly desired.
- Experience or expertise in remote training methodologies and technologies preferred.
- Experience with Learning Management Systems (LMS)
- Experience with instructional design software and companion tools (i.e. Adobe Captivate, Synthesia, others)
