JANUS Research Group is seeking a highly skilled HR Program/Management Analyst to provide critical support to our Human Capital programs and initiatives for the US Army Futures Command (AFC) Headquarters in its mission to ensure war-winning future readiness. Personnel will support AFC’s HQ directorates, subordinate commands, research laboratories, innovation hubs, and Cross-Functional Teams (CFTs). This role involves applying expertise in both military and civilian matters to analyze, develop, and implement policies and plans that align with AFC's Human Capital priorities.
Responsibilities:
Apply expertise in military and civilian matters to analyze, develop, and implement policies, plans, and additional staff products supporting Human Capital priorities.
Lead strategic planning, policy analysis, and defense consultation for workforce retention matters, utilizing feedback and trend analysis to inform AFC’s strategy.
Provide expert consultation to AFC senior leaders regarding locality pay and special salary rate (SSR) initiatives.
Research and analyze all DoD policies, legislation, laws, and regulations to develop, revise, and implement new internal operating procedures.
Develop and execute briefings and training sessions on civilian and military personnel programs.
Provide expertise in organizational re-design and advise Human Capital leadership on technology-driven programs, including the Army Software Factory, AI2C, and other emerging technological opportunities.
Support the AFC Science and Technology Reinvention Laboratory (STRL) Modernization Demonstration (Mod Demo) Program Manager in all areas related to STRL development, implementation, and management.
Revise and maintain official documents, such as internal operating procedures, throughout the life-cycle of the AFC STRL Mod Demo.
Provide expert consultation to AFC senior leaders regarding personnel systems and talent management to build the workforce of the future.
Assist with the research and development of STRL classification throughout the life-cycle of AFC STRL Mod Demo.
Develop and support evaluation efforts for measuring process improvements, effectiveness, efficiency, outputs, outcomes, and outgrowths related to personnel programs.
Provide consultation on performance system design and implementation, supporting pay pool operations.
Qualifications:
Education: Bachelor's degree.
Experience: Minimum of 7 years of direct, relevant experience with HR policy development, data analysis, and strategic initiatives. DoD experience preferred.
In-depth knowledge of HR policy development, DoD regulations, and strategic workforce planning.
Strong analytical and data analysis skills.
Excellent strategic thinking and planning abilities.
Effective communication skills, both written and verbal.
Experience in organizational re-design and technology-driven HR programs.
Familiarity with personnel systems, talent management, and workforce development.
Detail-oriented with strong document management skills.
