The HR Compliance Specialist serves as the subject matter expert on all compliance topics relating to the human resources function within the Homecare line of business. S/he cultivates a culture of compliance with external regulatory bodies which govern the Company’s HR practices, such as: CMS Conditions of Participation, various state regulations, accrediting body standards, as well as the federal and state regulations pertinent to the overall human resources function. S/he also fosters compliance with the Company’s internal policies, procedures, and guidelines. The HR Compliance Specialist will collaborate with a variety of stakeholders at various levels within the organization to share information, assess conformity to regulations, provide educational support, and ensure a continual state of readiness of the HR Team for internal and external audits and surveys. The HR Compliance Specialist will support and assist the HR Operations Team to drive standardization of HR policy and practice across all agencies within the line of business.
Responsibilities
- Builds and maintains knowledge of the home health industry’s regulatory environment governing the Company’s Human Resources practices
- Builds and maintains knowledge of applicable federal and state employment laws and regulations
- Stays abreast of employment related legislative and regulatory changes and/or developments and ensures modifications to rules and regulations are restructured with HR systems, policies, handbooks, and practices
- Examines amendments to laws and regulations analyzing impact on the organization and communicates findings to stakeholders
- Builds and maintains knowledge of all HR systems, tools, and resources utilized by the HR Team including but not limited to: ATS/iCIMS/TalentLink, Tracker I-9, Background Vendor, HRIS/ADP Enterprise, Cornerstone/ResCare Talent System, Home Health Division EMRs, Sedgwick LOA, Power BI, SharePoint, TEAMS, WebEx, etc.); Serves as a subject matter expert for the HR Team regarding the systems, tools, and resources
- Drafts policies, processes, and procedures to improve on the compliance posture of the organization and promote efficient and effective HR practices within the line of business
- Consults the BrightSpring Compliance Team and/or In-House Legal Counsel in the delivery of compliance programs and training to stakeholders
- Assesses HR operations and designs standardized processes and programs that align with the operations across the line of business
- Performs routine, on-site, internal audits of branch operations to ensure compliance with internal and external policies and regulations as related to the HR function
- Participates in and provides support to the HR team during internal and external audits and surveys; Assists with the development of plans of correction based on survey findings
- Develops and delivers education to the HR team, operational leadership, and employees on topics relevant to HR policy, procedures, programs, as well as key topics of interest
- Provides orientation and training to new HR Team members to assist with organizational, line of business, and HR systems knowledge
- Conducts and/or coordinates employee relations investigations per BrightSpring’s investigator standards
- Generates, interprets, and distributes pertinent reports to track compliance efforts across home health locations
Qualifications
- Bachelor’s degree in Human Resources, Business Administration, or a related field
- MBA, or Graduate Degree in HR-related field, preferred
- Minimum of one year of work experience in a HR, administrative, or analytical role; three to five years preferred
- SHRM-CP, HRCI-PHR, SHRM-SCP, or HRCI-SPHR preferred
- Naturally inquisitive; demonstrating high initiative and a results-oriented focus
- Displays strong research, analytical, and interpretive skills with a high level of attention to detail
- Ability to see tasks through for timely completion
- Ability to exercise sound judgment and decision-making skills
- Ability to build rapport, establish relationships, influence, and partner with individuals across all levels of the organization with ease
- Excellent verbal and written communication skills; strong presentation skills to all audience levels
- Strong learner who actively seeks out the necessary knowledge and experience to perform the job and continually grow
- High level of proficiency with business software (Microsoft Office Suite, SharePoint, Industry-Specific Applications, WebEx, etc.)
- Ability to work independently, as well as part of a team
- Effectively balance multiple projects with varying levels of ambiguity and complexity
- Excellent planning and organization skills
- Ability to maintain high confidentiality, demonstrate integrity, and discreetly handle sensitive employee reports or information
- Ability to adapt to an everchanging work environment and constantly evolving responsibilities
